Problem with IP,ISP,proxy or wat?

Hi everybody.
I'm Irawan. I'm very fancy of playing online game,called as Ragnarok Online.
We can play the game by using the service from an ISP called Info Com and this ISP is the one which could play local game in my city. No other ISP could connect to the game sever except this ISP.
The problem is I'm using an ISP which is supplied for whole part of my country,called Speedy. Meanwhile,Info com is only supplied for my city. And I want to play the game by using my own computer rather than go to internet cafe that costs a lot.
Could you help me to solve this problem?
A man in my city could play local games which are supplied by Info Com,but he uses Speedy. And I don't know that man. I've been looking and asking for it for a long time. Maybe people in this forum could help me.
What should I do to get into the connection of Info Com's line by using Speedy?
Some people said that I must change the IP that's connect to Info Com,or change the proxy. But I found that the proxy box is empty,just like proxy from this Speedy line. I'm out of mind of solving this problem.
