The title is just a hint to how to decode it. The answer is not latin. When you get it... you'll know.

Personally, the title didn't help me, and only made sense once I figured out how to decrypt it. Perhaps it'll make sense once you figure out what you're suppose to do.

i know theoretically how to figure it out ...

the title has sth to do with the person who gave the cryptographic technik its name ...

but ... it doesnt work already ...
