How do I gain access to my friends PC using his IP address?

Hi,
If I had my friends IP address can I connect to his PC without using third party software like PCAnywhere? I have some basic knowledge about using the command prompt and services like telnet and tracert.
Example of what i would like to do - using his IP address connect over the internet to his PC. Have access to his C drive so I can download files, change/remove files and upload files weather he is sitting at the pc or not.

Since he is your friend, you can ask him to install PC Anywhere. I don't know why you would be asking this question on a website about hacking?

I take it as if you wanted to hack him...
So, It's quite easy if you know the basics: (we will be exploiting one of the security holes in operating system)
1. Redirect DNS traffic through your computer.
2. Find HDLC stream. Decrypt it using EAP-reverse encryption.
3. Extract frame relay datagram. Convert it to the IP packet.
4. Change destination address to your IP addres given you by HIS dhcp.
5. Send this packet to his computer on TCP port 999.
6. Telnet to it. You got the full access to his system.
