The best way I know is that you make your own proxy program which I'm currently working on that instead of having a web browser connecting with a proxy.

Well in a way yes you can make your own proxy system.

Make a software that create a network socket and communicate between your school computer and your personal computer. As a way how this proxy work: your school computer connect to your personal computer and your personal computer connect to any computer over the internet. You can pass along specific packets that were sent to your computer and reassign to send to your school computer. Allowing you to use the internet freely. :)

Well this'll be hard to do, the common language in Hacker.org is English.

I'm not sure if there are any changes on the network with Indonesian Language. But I would suggest you to learn the basic level programming perhaps C#, VB, JAVA, Python, or some other sort of languages.

You can try Ultra or Tor if you only want to use tools.

That goes to USA too, because they did put some restriction on those too.

Chinese Gov is constricting the people... it just only the matter of time before they crack and scramble. Therefore making this the Chinese Government's downfall.

It's exceedingly rare to find an American university censoring the internet. The only place where I'd imagine that happening would be a religious institution and even that'd be rare.

Try input of target sites' IP directly into your browser.
It bypasses most blocking systems, actually.
