command prompt = full control
its easy. alright, i'm going to give you ways of how to do different things. you can choose what you like the best.
lets go to the start menu
click Run
type in: cmd
click OK
now you are in command prompt. or aka, dos. this is what windows is based on. so with this you can do anything.
if command prompt is blocked, then i'll tell you another way later on in this...guide so to speak. basically my bible right now lol.
TO MAKE A NORMAL/LIMITED ACCOUNT ADMINISTRATOR:
ok, open up cmd
type in the following: net user
this will give you a list of ALL the users on the computer..even some that are hidden to normal day users.
find the one that is yours or one that you want to make admin
type in the following: net localgroup Administrators userhere /add
just like that and now you are an administrator
ex. my user is Athlete501. it is a normal user. i type in the following into cmd:
net localgroup Administrators Athlete501 /add
Athlete501 is now an admin.
you can delete users from a group by instead of /add just put /delete
as simple as that
if you are logged on as the account you edited, you must log off then back on until it works
TO CREATE AN ACCOUNT:
say you dont want to change the user you have access to. and your not allowed to create new accounts. just make a new account in cmd. then make it admin.
net user namehere passwordhere /add
ex:
net user athlete501 woot /add
now there is a user (athlete501) with a password (woot)
now do the admin thing to make it an admin.
TO DELETE AN ACCOUNT (YOU CAN NOT BE LOGGED IN AS IT):
open cmd
net user
find the user you want
net user userhere /delete
ex:
net user athlete501 /delete
athlete501 is gone
TO CHANGE A USERS PASSWORD:
open cmd
net user
find the user you want
net user userhere newpasshere
ex:
net user athlete501 elite
athlete501's password was changed to elite whether i knew it or not
DONT HAVE ACCESS TO CMD:
well lets write a batch file. a batch file is like an exe that runs commands in cmd.
open up Notepad
write the code you want in there. just make yourself an admin real quick. log off then log back on and then you'll have access to cmd
in Notepad:
net localgroup Administrators yourusernamehere /add
**not in notepad anymore**now save the file but when it asks you where to save. instead of where it says File type (something like that). instead of Text document. make it All Files. then when you put your name. just put .bat at the end. ex: admin.bat save it like that.
run your batch file (.bat file) and it should execute.

i have a cd iso that deletes a user's password before windows even starts up.
download my iso at: http://www.mediafire.com/?9tedjdyxz3n
burn the iso to a cd using a burning program such as Nero or MagicISO.
now put it in the computer's cd rom drive (of that you want to change)
turn the computer off
turn computer on
boot from the cd (if you dont know how to do that, then you dont deserve to be doing this)
it'll load the program.
select the Password Changer (or Remover, i forget)
yada yada, make sure you get hte right hdd (if there is more than one)
etc. you'll finally come to a place with al lthe users.
select the one you want and delete its password (idk key, i dont remember it all and i dont wanna test it right now. you'll figure it out..your a hacker)
once it is done, restart computer and run it normally. now you have a user with no password.
there you go

i'm not sure about vista. i've never come across a vista computer. i think its overrated and people shouldnt get it until everything is compatible for it. search it on google. thats what i did. had to get around stuff at school 
. found many things that helped me. every day, i get a new tool or program. or a lil bit of knowledge that i store that will be useful some day. 
. lifes goooood. but ya my guess is...try it out for vista. i think its similar. i'm not sure if its identical or not :\.
