Need help with a code.

I got a code, hash, i don't know what you call it. It can be decoded. It seem to be a word joke in the 'hash' itself saying "Perl solves it".
it can be decrypted i've been told, have no clue how.

appearently it's sovlable from just having the code.
The whole "system" is a number of people creating a code all together, this code loops and is there for a "system".
System Zero could also be confirmed with one word "Hacker's"

Er, looks suspiciously like an approximation to 1337 to me...

According to Wikipedia's dictionary (http://en.wikipedia.org/wiki/Leet) this translates to: PHERRHSAOVLESIT
It doesn't make any sense to me, so you might consider the possibility that this is something like bad-spelling (which is also common in 1337) or sounds-like thing.
