I have been stuck on this one for years. I haven't got the faintest clue where to start.

1.) The (34) at the beginning is supposed to be a hint. It is not actually part of the text which is to be deciphered here. To be honest, this hint is not really helping much with anything though.
2.) What kind of algorithms make something smaller?
