How can i get cc for Paypal

I need badly a paypal account with at least 30 USD to register in a site.Ive been troubled in 10 days on how to obtain a cc to verify paypal.Now im stuck in a program called Paypal Database Hacker v1.5.But in order for the program to work it needs an activation code or a crack.Plzz i need a crack for that program or some other suggestions on how to obtain a cc.Thx in advance and plzz respond to my question
