Hi guys. am kind of new here. so i just want to know if hackers can be also fraudsters or fraudsters can be hackers, that mostly scam people to visit fake websites to retrieve/phish their passwords?

no. you are not. I don't think fraud has anything to do with hacking, and like every other idiot searching for hacking sites, you will be turned down here because we do not condone illegal activities.

Well, a hacker could be a fraudster, but the 2 have nothing to do with each other.

That's mostly because anyone can be actually a fraudster. You don't have to be a hacker to do online scams.
But you can be a hacker an actually do them.
Since it's not related at all.
