Any generater algorithm?

I am stuck on the level 60, so I want to generate some cases to test my algorithm, do you guys have any generater? I tried to generate the cases randomly, but failed to give out the right case.

Does pusherboy have a generator algorithm?how about sokoban(not soduku),does it also have a generator algorithm?
I just can't imagine how the puzzle makers create these complicated puzzles MANUALY , they must be
big genius
