The channel name shouldn't be that hard, #hacker.org

Choose whatever client you want.

Choosing an IRC network is harder. I suggest freenode, as they "provides discussion facilities for the Free and Open Source Software communities, for not-for-profit organizations and for related communities and organizations."

Or were you suggesting a dedicated IRC server?

The irc.idlemonkeys.net IRC server already has the channels for these challenge sites:
trytohack
+Ma's reversing
electrica
hackquest
net-force
rankk
tbs
wechall

and also a #hacker.org

I think using an already existing network might be better than creating a new.

The reason for that is, in my opinion, that the chance is good you get more users into the channel, because they hang out in that network already.

I would suggest freenode or idlemonkeys as network, since they already have channels that suite the topic very well.

It could also be possible to add your own node/server to one of the networks.

Happy Challenging! :)

What happened? Idea suspended? Bunch of hackers without any IRC, makes me laugh. Not that IRC helped me even once, but hacker without IRC is like soup without water. It still can be tasty and strong but not a soup.

Who says none of us use IRC? Maybe not TOGETHER, but still.

And soup that doesn't have water can still pass as regular food.
