You are on the right line. Just the things your considering is far too complicated. Try something very simple and prehaps considered "too obvious" and you should in the end get there.

I have tried so many ways to decode these numbers, but none of them is correct...
But there's something so strange with them, THERE"S NO SEVEN !!!
it's that mean something? like rot-7 or anything??
But to decrypt using rot, we must have the encrypted text (not numbers :? )...

but wait...
the alphabetical letters consists by 26 letter, right?
from the strange number 'seven', then 26 + 7 = 33 (the highest number exist in the code list)...
Am i on the right lane??? I'm still confused coz if it's uses rot-7, the lowest number must be '7'...
(7 = A - 33 = Z, caesar shift). But there are 1, 4 and 5 in these numbers...

I would like to know if the numbers (8:4, 20:9 etc) can lead to the answer independently or it's realted to the text (something like nth word of text, etc.)

I've not solved this challenge yet... but i think these Numbers have something to do with a very special Book.

Am I right?

Actually, a special book is needed to get these numbers, but after that you don't need a book.
Zeta's hint was seriously good - Karian's was the same one in disguise.

Here's the thing I keep coming back to with this. Why Deuteronomy? To choose the KJV Bible makes sense, because it's the most common, but why Deuteronomy? I'm convinced their particular choice of book must mean something, I'm just not sure of what. Am I right?

Having solved it now, I can confirm that the solution is completely and utterly stupid. You could have it right before your eyes, especially as a non-native speaker, and you may very well not realize that it actually is the solution. So just enter whatever you have decoded, and it just might be the right answer.

Stupid.

The answer does follow English pronunciation rules though...
