Well actually it's hard to say....His ISP is based out of Germany but that ISP covers more than just Germany. Go to http://www.geobytes.com/IpLocator.htm?GetLocation and do a search and it will tell you Romania of course there is a "Certainty" field which is basically the percentage of acuracy. Which in this case its only 43...But it does look like he is from Eastern Europe. Go to http://insat-net.de/ and click the british flag in the top right corner to get and english version. This is his ISP which like i said is based out of Germany, according to thre site they have clientel as far as Russia so this tell me that they probably cover a lot of Eastern Europe considering those countries arent very large in land mass.
***Also the accuracy with the searches is kinda off since I searched hacker.org, microsoft.com, and my friends web site, and they all came up in New York city with the same longitude and latitude.
***Try a google search of his IP address and see what you find... for example in the first hit you should see that his IP has been reported for spam, the third hit down you will see that the IP was blocked because it was a suspected zombie (he probably downloaded some "progs" and loaded a zombie too). Google is a great tool
