We should get one for the hacker only forum area of course

The channel name shouldn't be that hard, #hacker.org
Choose whatever client you want.
Choosing an IRC network is harder. I suggest freenode, as they "provides discussion facilities for the Free and Open Source Software communities, for not-for-profit organizations and for related communities and organizations."
Or were you suggesting a dedicated IRC server?

also passworded so we dont have dumb ass's that dont even visit the site joining
I think using an already existing network might be better than creating a new.
The reason for that is, in my opinion, that the chance is good you get more users into the channel, because they hang out in that network already.
I would suggest freenode or idlemonkeys as network, since they already have channels that suite the topic very well.
It could also be possible to add your own node/server to one of the networks.
