This guy annoys me giving the fact that he feels "cool" by showing he knows my IP? what his gonna do? use telnet? OO xD
The whole "system" is a number of people creating a code all together, this code loops and is there for a "system".

Its probably just some whois thing embedded and if you are accessing
anyones site they know your ip, considering client+server have to give each other their IPs to send data.
